The Suggests field is used to list a set of packages that are expected to be installed along this package. The list is defined as with the Depends field. These are just and only suggestions so the package will work as expected even without them. It's may be missing a few bells and whistles but will be considered complete as is.
Graphical tools should help the administrator by offering one the list of suggestions of all the packages that one wants to install.
The Recommends field has a higher priority in that Recommends packages may automatically be installed as if they were mandatory dependencies, however, suggestions should always be passed to the user first.
