The X-Configure-Date represents the date and time when the package was last configured.

Note that the presence of the date does not mean that the package is currently configured, mearly that it was configured on that date. You want to check the package current status to ensure that the package is still installed.

The date is written using the RFC-2822 format as defined for the Date field by Debian.
